Proposals are assessed for scientific and technical merit as well as relevance to the objective of a call in a two–tiered process.
Postal peer reviews assess the quality of the proposed research. This format involves sending a copy of the proposal and assessment criteria to the peer with a request that a review report is returned by a certain date.
Panel meetings (also called peer review by committee) consist of committees of research peers convened at a central place. The peers invited to a panel meeting are normally experienced in the task and are often generalists by nature. They may not be experts in the fields of research of all the proposals, but are able to comment in general based on their knowledge of the overall field of research.
