Bid Description:

The National Zoological Gardens, a National Research Foundation’s facility based in Pretoria, invites supplier/service providers to register or update their details on the supplier database by following the instructions below.

The purpose of the registration is to:
  • Complete the relevant administration at the beginning of the supplier relationship as against completing these documentation each time a quote is submitted;
  • Ensure open and competitive procurement as required by section 217 of the Constitution;
  • First preference for when requesting bids / quotes under R 500 000 is registered suppliers;
  • Contribute to efficient supplier administration especially with payment arrangements.
  • Comply with the Public Finance Management Act in protecting taxpayers’ monies; and  the Procurement Preferential Policy Framework Act’s 2011 Regulations.
The National Zoological Gardens is looking for every type of suppliers / service providers that can offer goods or services. The registration pack contains the list of the supplies required.

PROJECT BRIEF AND TERMS OF REFERENCE FOR THE APPOINTMENT OF A NATIONAL SERVICE PROVIDER OR A NATIONAL PANEL OF REGIONAL SERVICE PROVIDERS TO PROVIDE SUPPLEMENTARY TUITION SERVICES

 

The National Research and Development Strategy document of 2002 recognised the need for the Department of Science and Technology (DST) to increase the number of initiatives outside the schooling system to support the development of learners in mathematics, physical and computer sciences. Supplementary tuition programmes targeting learners have historically been offered in the form of after-school lessons by schools and other community institutions, and as extra lessons for struggling learners. In addition, privately paid tuition has been the exclusive preserve of a wealthy few, and has been mostly face-to-face.

The national plan was developed to broaden historically disadvantaged learners’ access to supplementary tuition. Its main purpose is to support the efforts of the Department of Basic Education (DoBE) to improve learner participation and performance in mathematics, science and technology, and government’s intention to double the number of good passes in mathematics and science.

Scope of Work

The DST-Adopted Dinaledi Schools National Supplementary Tuition Programme (NSTP), initiated by DST and implemented by SAASTA, aims at increasing the SET work force. It is underpinned by the following objectives:

·         Contribute towards the improvement of learner performance in Mathematics and Physical Sciences through supplementary tuition; and

·         Expose learners to career opportunities in Mathematics, Science, Engineering and Technology through interaction with appropriate role models in SET.

Intention to appoint a panel of service providers

This call is for the appointment of a national service provider or a panel of regional service providers that have the project expertise and access to appropriate facilitators to provide the supplementary tuition at the identified schools.

To enable a fair and unbiased process, this bid’s evaluation requires two envelopes per each proposal submitted:

·         Stage 1 - Technical/Quality/Functionality Proposal (Envelope 1 - Technical) including bid administrative requirements and accreditation of supplier requirements (as per the index provided and in the bidder’s pre-qualification section).

·         Stage 2 – Pricing evaluation followed by Preference scoring in accordance with the 2011 Preference Regulations (Envelope 2 - Price).

Qualifying Thresholds for Functional Evaluation

Bids scoring less than the minimum threshold of 75% are marked as failed and are not considered in the next stage of evaluation.

Preference System

In terms of the PPPFA Regulations 2011, preference points are added to the price ranking score obtained from the price evaluation.

The preference system used is the 80 (price):20 point system for bids under R 1 million including vat and the 90 (price):10 point system for bids exceeding R 1 million.

The allocation of preference points is according to the PPPFA Regulations 2011 utilising the B-BBEE Transformation Levels as the award base.

Service providers are invited to submit proposals for the provision of specified legal and/or employee relations services as part of an external panel of service providers to the NRF and its business units situated in the towns and cities listed below on an ad hoc basis.

The NRF envisages the appointment of a limited number of suitable law firms and labour law practitioners in the following towns and cities per specialisation area to its panel of external legal and employee relations service providers:

·           Pretoria and Johannesburg (Gauteng);

·           Cape Town, Stellenbosch and Somerset West (Western Cape);

·           Durban and Pietermaritzburg (Kwa-Zulu Natal);

·           Grahamstown and Port Elizabeth (Eastern Cape)

·           Sutherland, Calvinia, Kimberley and Carnarvon (Northern Cape);

·           Mokopane and Phalaborwa (Limpopo).

 

Appointment in a specific area will not exclude a firm from being appointed in another area(s).

Applicants should take note that appointment onto the panel does not guarantee that they will receive work from the NRF or any of its business units.
