High Level Summary of Requirements:	SAEON, Elwandle seeks to appoint a service provider (currently holding a commercial Unmanned Aerial System Operating Certificate (UASOC)), to register an NRF owned Unmanned Aerial System (UAS) under their UASOC and also to host NRF UAS operations under their UASOC until the NRF is issued with its own UASOC.
